MHA ensures the support to the person with HLP related needs to access alternative dispute mechanisms, identify among the returnee’s population the individuals with HLP related concern and the team work together with the relevant authority on the ground to provide the needed assistance. Increase the level of understanding of the HLP among the IDPs, returnees, and host communities.

MHA identify the existing local leadership comprised of the local authority, traditional community leaders and conduct HLP training as part of awareness raising on HLP rights, for the local leaders to address the HLP issues. MHA advocate for genuine representation of the returnees, IDPs, and host communities in local leadership structures to part of the solution to issues affecting them.

Report to the relevant authority and donor any challenges that need to be addressed including provision of legal support, counselling, and psychosocial support required.

Conduct community sensitization, and legal awareness-raising on HLP rights as part of MHA effort to sensitize the community on basic human rights, HLP rights, local and international legal frameworks including traditional customary laws that protect individual’s rights to own property as well as legal assistance and facilitation to alternative dispute resolution as options to a person with HLP issue on legal remedies particularly claims of lost documents and land registration.

Identification and facilitation of the referral of a person with HLP/shelter needs to NFIs/shelter partners and other humanitarian partners to access the needed assistance as well as individual’s protection assistance with direct cash support to cover HLP needs as may be required.
